When a murder shatters the fragile order of a town on lockdown in the summer of 2020, residents turn violently on each other as Sheriff Joe Cross (Joaquin Phoenix) and Mayor Ted Garcia (Pedro Pascal) face off in a battle that threatens to rip the town apart.
